Belawan International Container Terminal (BICT) Terapkan Paradigma Baru Dalam Pelayanan

Belawan International Container Terminal (BICT) kini menerapkan paradigma baru dalam memberikan pelayanan terbaiknya kepada pengguna jasa. Penerapan paradigma baru itu diikrarkan pada apel siaga yang dipimpin General Manager BICT Captain Tripiccanto dan diikuti seluruh pegawai di lapangan parkir BICT.

Keinginan untuk lebih baik lagi dari hari sebelumnya dalam memberikan pelayanan diikrarkan para pegawai dengan cara membubuhkan tanda tangan pada baliho bertuliskan Sapta Tekad yang isinya, pertama, pekerja BICT bekerja keras dengan ikhlas berdasarkan Ketuhanan Yang Maha Esa. Kedua, menjunjung tinggi semangat disiplin dan kebersamaan, Ketiga, menghormati sesama pekerja. Keempat, melayani pengguna jasa dengan cepat, tepat dan ramah. Kelima, mengutamakan keselamatan dan kesehatan kerja. Keenam, mentaati aturan dan ketentuan yang berlaku, serta ketujuh, bangga menjadi pekerja perusahaan.

GM BICT Captain Tripiccanto BICT mengatakan, banyak kritik dari pengguna jasa terhadap kinerja BICT selama ini, Karena itu BICT harus melakukan perubahan dengan menerapkan paradigma baru dalam pelayanan. Tripiccanto juga meminta seluruh pegawai bekerja dengan paradigma baru yang sama sama telah diikrarkan dan ditandatangani. Kata Tripiccanto, salah satu bentuk pelayanan yang harus diterapkan adalah melayani pengguna jasa dengan cepat tanpa mengharapkan imbalan.


Pemberantasan Pungli Disepakati
Paradigma baru dalam pelayanan ternyata membawa dampak positif dalam kelancaran arus barang di BITC pasca aksi unjuk rasa para aliansi Ekspedisi Muatan Kapal Laut (EMKL) dan supir truk pelabuhan beberapa waktu lalu.

Kini kalangan EMKL dan supir truk angkutan barang yang masuk areal BICT tak perlu lagi menyisihkan dana ekstra untuk pengurusan barang. Pasalnya, segala bentuk pungutan liar di BICT telah diharamkan dan ada tim monitoring yang telah dibentuk untuk mengawasi tindakan tercela itu. Segala bentuk pungli di BICT dijamin sudah tidak ada, karena ada tindakan tegas yang diberlakukan baik kepada yang memberi maupun yang menerima. Untuk menjamin hal itu tidak terjadi, ada tim yang memonitornya, ujar Manager Umum BICT Drs. H. Edy Zulkarnaen saat menggelar temu pers bersama Aliansi EMKLdan PSTP Belawan serta Ketua Komisi E DPRD Sumut Budiman Nadapdap di Hotel Emeral Garden Internasional Medan.

Zulkarnaen menyebutkan, selain dermaga internasioal yang telah menerapkan Single operator, penerapan Terminal Operator di BICT merupakan kebijakan yang harus dapat ditopang berbagai pihak termasuk kalangan EMKL dan supirtanpa harus adanya pungutan liar dan kendala keterlambatan dalam aktivitas bongkar muat peti kemas harus secepatnya diatasi.

Di balik itu tindakan pungli juga tidak dapat ditolerir, karena merugikan pihak tertentu. Manajemen akan menindak tegas pegawai yang melakukan pungli di dalam area kerja BICT sedangkan aliansi EMKL dan PSTP juga wajib menindak tegas anggotanya apabila masih memberikan dana tidak resmi dalam proses pelayanan bongkar muat, kata Zulkarnaen menyebutkan antara lain isi kesepakatan itu.

Selain itu, I Wayan Wirawan Manager Operasi BICT menambahkan, pihaknya juga menambah alat bongkar muat untuk menghindari antrian truk untuk mengangkut peti kemas. Pada Bulan Mei 2009 sebanyak 4 unit reachtaker dan 4 RFG sudah dapat dioperasikan yang sebelumnya masing masing 2 unit ujarnya. Selain hapusnya pungli, BICT juga mengutamakan proses pelayanan receiving/delivery, bahkan selama masa transisi belum terpenuhnya tuntutan, pihak EMKL dibebaskan dari denda penumpukan kontainer dan tetap mengacu pada tarif yang telah ditentukan.

Ketua Komisi E DPRD Sumut Budiman Nadapdap menyambut baik upaya duduk sebangku antara aliansi EMKL, Persatuan Supir Truk Pelabuhan dan BICT untuk menyelesaikan permasalahan yang timbul di BICT.

Budiman berharap beberapa kesepakatan yang telah diambil bersama dapat disosialisasikan ke masyarakat. Itu berarti kita sudah punya tanggung jawab moral dalam menjaga pelabuhan yang merupakan asset bangsa, katanya. Secara terpisah Ketua PSTP Belawan M. Rabaini dan Aliansi EMKL Syamsuri menyambut baik upaya dan niat semua unsur membenahi pelayanan di BICT, apalagi mengingat pelabuhan peti kemas dibawah naungan Pelabuhan I Medan adalah asset bangsa yang harus dijaga dan tetap menjadi milik bangsa dan rakyat Indonesia.

PT TELKOM Dukung Layanan ICT untuk PT POS

PT TELKOM melalui Divisi Enterprise (Dives) melakukan kerjasama dengan PT Pos Indonesia dalam hal Sinergi Pemanfaatan Sumber Daya Perusahaan. Penandatanganan kerjasama dilaksanakan pada tanggal 26 Juni 2009 di Kantor Pos Kebonrojo oleh Deputy Executive General Manager (DEGM) Dives TELKOM Joni Santoso dengan Wakil Dirut PT Pos I Ketut Mardjana. Dalam kerjasama tersebut, TELKOM berkomitmen menyediakan layanan Information and Communication Technology (ICT) berbasis VPN IP untuk administrasi PT Pos se Indonesia. Penandatanganan kerjasama juga disaksikan oleh Menteri Negara BUMN Sofyan Djalil.

Kerjasama antara TELKOM dan PT Pos dilatarbelakangi oleh adanya satu layanan baru berbasis ICT yang diluncurkan PT Pos dan disebut Gerakan Excellent Service Berbasis IT (GesIT) Layanan GesIT itu, berbagai program dijadikan, di antaranya Wasantara Spot. Layanan GesIT bertujuan untuk membangun kesadaran masyarakat bahwa Kantor Pos telah memiliki layanan berbasis IT, baik yang dikelola sendiri maupun secara kemitraan.

Menurut I Ketut Mardjana, layanan IT PT Pos berupa akses free hotspot bagi pengguna internet di sekitar Kantor Pos (Wasantara Spot). Surabaya merupakan kota ketiga yang melayani Wasantara Spot, setelah Jakarta dan Denpasar. Ada juga aplikasi Track and Trace yang berguna sebagai pelacak pergerakan pos oleh kostumer dan apliakasi Mail Processing Center di ranah back office di sejumlah kota.

DEGM DIVES, Joni Santoso menambahkan, dengan adanya teknologi berbasis VPN IP untuk pemanfaatan sumber daya di PT Pos tersebut maka antar Kantor Pos bisa saling berkomunikasi dengan mudah. Johi mengatakan bahwa ada opportunity bisnis lain bagi PT Pos yaitu pengembangan payment point dari mitra-mitra bisnis seperti Bank Syariah Mandiri dan Perusahaan FIF. Nantinya, PT Pos tidak hanya bergerak di bidang surat manual saja, tapi juga di bisnis transaksional.
